If yo don't use adverbs in writing then you writing may not be meaningful so you have to use proper adverbs at proper place.

Some adverbs require comma after it so you must use, for example:

however, it was not correct...
by the way, she was doing wrong
moreover, i would do that thing too..

Using adverbs and the passive voice DOES weaken the writing. You are lucky that you learned this before you started submitting to agents or publishers. Some agents and publishers don't care too much about adverbs (to a certain degree), but I would say that most do. ALL agents and publishers care about the passive voice.
