At 9pm Central Cartoon Network turns into Adult Swim, the Shows you mentioned are (or were) on the Adult Swim segment.
And if you think it's bad now, when I was a kid Nickelodeon went off the air at 8pm eastern. Then, the Playboy Channel came on. I remember watching "You Can't Do That On Television" went off and then I would catch some stuff you really couldn't do on TV before the scrambling kicked in.
